You will need a business plan, a company purchase agreement (lease or purchase of premises to house the company), receipts for payment of the registration fee, confirmation of the legality of the origin of investment funds and other documents.
The consulate reviews the information provided, evaluates the investment plan, and determines the applicant's eligibility for an E-2 visa. If your visa is denied, the consulate will unfortunately not provide detailed reasons for this decision.
You will need to answer questions from the consular officer. He may ask you to clarify where the funds for investment came from, about your plans for your stay, etc.
If the application is approved, the applicant will have an E-2 visa affixed to his passport, which allows him to enter the United States and begin investment activities.

The E2 visa can only be issued to citizens of countries with which the United States has entered into relevant agreements. These include Azerbaijan, Kazakhstan, Latvia, Poland, Romania and many others. It is worth noting that Russia and Belarus are not included in this list.
To obtain an E-2 visa, an investor must make a substantial investment in a new or existing business in the United States and intend to actively participate in the management of that business. Proof of the legal origin of investment funds is also required.
To obtain an E2 visa, you must make a significant investment in a business located in the United States. “Substantial” is generally considered to be $100,000 or more, but this may vary on a case-by-case basis.
